Abstract

This book carries out a comprehensive introduction to the main countries’ experiences in the aspect of capital investment growth and investment and financing systems. It consists of the following six parts：the relationship between government and market，investment growth and trend of capital formation by industries，the public investment and financing system，investment and financing policies for some selected public service sectors and industries，foreign investment regulatory framework，metropolitan development of the world major cities. In each part，based on the analysis of the international experiences，a series of research conclusions and the suggestions has been put forward.

The relationship between government and market is a primary issue in the development. So，the chapter 1 try to summarize the matured experiences of developed economies in dealing with the relationship between government and market，by selecting USA and UK as examples，followed by some theoretical thinking on the subject.

The chapter 2 has carried out an empirical analysis on the growth and structural change of capital investment in the United States in the period from the second half of the 19th century up to the 1950s，with detailed analysis on the development trends of capital investment in term of the total amount，structural change by industries and the sources of financing. The chapter 3 focuses on the residential real estate investment in US’ economy，to review and analyze with relevant historical data，which probes into the real estate sector’s role in the US’ macro economy and the formation of the bubble in real estate market.

The chapter 4 focuses on government investment of a numbers of countries such as US and UK，with empirical analysis on the structural characteristics and changes of public capital formations. The chapter 5 is on the issue of regional government financing and it summarizes common experiences from the related practices of a number of countries. Chapter 6 carries out a further analysis on international experiences after the 2008 financial crisis on how to promote cooperation between government finance and credit funds to accelerate the economic recovery.

Chapter 7 carries an international comparative analysis on public funding and spending on the development of education. Chapter 8 introduces the experience of Japan，Australia，India in constructing a fair and efficient system of public health system. Chapter 9 is focusing on related experience of countries such as US and UK in encouraging investment on clean and renewable energy and on promoting energy saving technologies. Chapter 10 introduces international experiences on the development of aged people service systems to cope with the aging process of population.

Chapter 11 carries out a comprehensive review on foreign investment regulation policies from a variety of countries worldwide，in order to draw valuable references and lessons for China to improve its policy or regulatory framework in utilizing foreign investments.

The last chapter（chapter 12）carries out an in-depth analysis on the new situation of a city when it entered into a stage with per capita income above $10000. A number of metropolitans such as New York，Tokyo，London，Paris，Moscow and Mexican City have been chosen for the study，including the analysis on the trends for the industrial structure，changes in consumption tendency，the internationalization process and the spacial layout of the city，as well as the changes in public services provision for the city.
